This research aims to provide practical suggestions concerning the method of implementation of participatory evaluation by focusing on how such evaluation should be conducted at aid agencies. To this end, we try to answer the following questions in this research. 1) What is participatory evaluation? How is it perceived and defined in evaluation theory and aid agencies? Based on these considerations, how should JICA view participatory evaluation? 2) What is the difference between participatory evaluation and conventional evaluation? In implementing evaluation in the future, how should conventional evaluation and participatory evaluation be combined and implemented? 3) What are the key issues to be considered when actually implementing participatory evaluation?
