The response was part of a consortium response project. The lessons from this response have implications for CARE’s work with partners in non-presence countries. The key challenges of the response are rooted in unclear roles and responsibilities within CARE that stems from CARE’s set up in the Philippines where CARE does not have a typical Country Office presence.
