The objective of the report is to evaluate the UNHCR emergency operation in Liberia in the latter half of October 2003 by assessing the effectiveness of UNHCR's emergency preparedness and response arrangements; UNHCR's ability to provide protection and assistance to persons of concern under insecure and volatile circumstances, UNHCR's role in relation to IDPs.
