World Vision has worked in South Sudan since 1979. With the eruption of conflict on 15 December 2013 the East Africa region and World Vision South Sudan (WVSS) declared a Category II Emergency with a National Level Response. As conflict continued, on 16 January 2014 World Vision declared its response in South Sudan a Category III Emergency with a Global Response. The Response goal is ‘to meet the life-saving needs of conflict affected children and their families in South Sudan’. Programmes implemented to achieve the goal have focused on critical life-saving support and services including: food; nutrition; water, sanitation and hygiene (WASH) and provision of non-food items (NFI) such as shelter and household kits. Child protection (CP) activities including implementation of Child-Friendly Spaces (CFS), family tracing and reunification (FTR) activities and support for internally displaced persons (IDP) to carry out livelihood activities are also implemented in some locations. In order to assess the quality of World Vision’s response to the conflict emergency in South Sudan a real time evaluation (RTE) was conducted 30 September to 23 October 2014. The RTE assessed the Response against six criteria: timeliness, coverage, relevance, accountability, responsiveness and management effectiveness.
