In keeping with EU regulations and in view of the substantial amount of funding which has been mobilised for Haiti since 2008, an operational and strategic evaluation was carried out from November 2010 to April 2011. This evaluation included a field visit from 28 January to 28 February, which was carried out by a multi-disciplinary team of four experts and covered the work of the DIPECHO programme, the Global Plan and the response to both the earthquake of 12 January and the cholera crisis. It was part of a broader prospective process between January and May 2011 which produced a note on Linking Relief, Rehabilitation and Development (LRRD), an in-depth literature review and a series of visual presentations in video format.
