As part of the ‘Strengthening Accountability in Chad’ project, Ground Truth Solutions (GTS) is responsible for gathering the views, perceptions, and priorities of affected people on the implementation of the Humanitarian Response Plan (HRP) 2017 - 2019. This project is a collaboration between Ground Truth Solutions and CHS Alliance and financially supported by the Swedish Development Cooperation Agency (SIDA).

Chad's Humanitarian Response Plan for 2017-2019 sets out three strategic objectives: • To save and preserve the lives and dignity of affected populations • To reduce the vulnerability of affected populations by building resilience, and • To contribute to the protection of vulnerable populations and strengthen accountability

To help assess progress against these strategic objectives, perception indicators were put in place. Ground Truth Solutions helps asses these indicators by is gathering the views, priorities and opinions of affected people (including host communities), humanitarian staff, and local partner organisations. Moreover, in 2019, the HCT put in place targets for key perception indicators. Their aim is to achieve these target goals at a national level by the end of 2019.

During the second round, 1574 affected individuals were interviewed in the three following Chadian provinces: Lac, Logone Oriental and Ouaddaï.

The third and fourth phases of data collection are scheduled for February 2019 and June/July 2019. The following rounds will be perception surveys with affected people being complemented by discussions and surveys with local authorities, local partner organisations as well as humanitarian staff, thus providing a more comprehensive view of how accountability to affected people is improving in Chad.
