A review of the 2008 Baluchistan Emergency Shelter Cluster response was planned shortly after the conclusion of the emergency phase in early February 2009, but security developmens in Pakistan hindered its execution. The review finally took place with a visit to Islamabad between 15 and 21 August, where relevant stakeholders were interviewed. Unfortunately the security situation did not allow for travel to the affected areas in Baluchistan and a major draw-back of the present review is the absense of the voice and opinions of beneficiaries.
