Synthesis of findings
Between November 1999 and March 2000, DFID conducted a series of visits to review UNHCR’s programmes. The purpose of this exercise was to develop a fuller understanding of UNHCR’s policies, practices and performance at the country level in the context of the circumstances prevailing in each location, such as the specific constraints and opportunities faced by the organisation.
