Start Fund: a learning report from the Burundi refugee response in Tanzania - Collaboration and Accountability is the Foundation of Quality

In March 2015 the President of Burundi stated his intent to run for a controversial third term. The resulting political violence led to a displacement into neighbouring countries, including a primary influx of 70,000 into Tanzania. The Start Fund was alerted on May 21, and three projects were funded by May 24. The three successful Network member agencies Plan International, Oxfam and Help Age International began activities soon after. The pooled nature of the grant led to collaboration between the three agencies in Nyaragusu camp in the following weeks, particularly during a cholera outbreak and in establishing and running a Complaints Referral System. The three agencies collectively made use of the 1% Learning Budget to investigate the extent to which the collaborative efforts made during the crisis benefitted the affected population
