Ukraine hosts the world’s largest humanitarian cash response, operating alongside national social and financial services that continue to function despite the Russian invasion. This report—developed with the Collaborative Cash Delivery Network, Open Space Works Cooperative, and the Kyiv International Institute of Sociology—presents the third round of findings from a project launched in January 2023. It shows how tailoring cash assistance to local contexts and complementing government systems and community actors can strengthen people’s ability to cope with the war.
