The goal of this desk study is to encourage reflection and debate on the benefits, limitations and risks of consultative and participatory approaches in working with communities displaced by both conflict and natural disasters. It reviews previous experiences of consultation with internally displaced persons and others and explains why consultation is critical for both displaced communities and the agencies which work with them.
