This synthesis report,led by Share Trust examines how local actors can lead gender‑responsive social protection in Afghanistan, Kenya, Lebanon, Myanmar, Nepal, and Sudan. Its objective was to assess their current and potential roles, identify barriers to their engagement, and highlight opportunities to strengthen their agency and leadership.
Findings show that while local organisations, women’s groups, and community actors are vital in delivering services, they remain excluded from shaping policies and decisions. The study recommends direct funding, fairer partnerships, stronger coordination, and investment in local capacity to shift power towards local actors. By doing so, social protection systems can become more inclusive, equitable, and sustainable.
