This Inception Report sets out the goals and scope of the SOHS research, and details the methodological approach the team will follow. It incorporates lessons learned and proposed modifications and enhancements emanating from the After Action Review of SOHS 2012 held in early 2013, and the research team’s methodology conference in September of that same year.
