The article reports on research which was conducted on internally displaced persons who were displaced by Uganda's civil war and chose to reside in a Kampala, Uganda slum known as the Acholi Quarter. A discussion of the social conditions that the refugees in the Acholi Quarter face, and of services that are available to them, is presented. The impact the signing of a partial peace agreement in Uganda's civil war has had on the ability of many refugees from the Acholi Quarter to return to their former homes in northern Uganda is discussed. Uganda's position on the Acholi Quarter and its residents is examined.
