This book is published for co-ordinators and specialists working in humanitarian relief who are concerned with the transitional settlement needs of displaced people and their hosts. The guidelines in it offer a common planning tool for developing and implementing settlement and shelter strategies for people affected by conflict or natural disaster. They are intended primarily to help specialists to communicate with each other and understand one another. Other readers may also find them useful, because many aspects of transitional settlement work are relevant to policy making for displaced populations in general. The guidelines are divided into two sections: part a gives a broad overview of the issues relating to transitional settlement, and the six settlement options that are open to displaced populations part b offers technical information as reference for the implementation of transitional settlement options Users are advised to start by reading part a. In this way they will become familiar with the relevant methods and issues before referring to any particular chapter in part b. The CD at the back of the book contains further resources and information for reference purposes.
