This is the full report for the baseline study (separate qualitative report and baseline fact sheet also available). The goal of the response is to strengthen resilience: household and community resilience capacities and vulnerabilities are the lens for understanding how target populations have been affected by, are coping with and recovering from the typhoon. At baseline, the goal is measured for indicators of perceived well-being for children and adults and through the resilience indices for absorptive and adaptive capacity.
