A review of the humanitarian aid system’s response to displacement emergencies in conflict contexts in South Sudan, eastern Democratic Republic of Congo and Jordan, 2012-13
The international humanitarian aid system has more means and resources at its disposal and greater know-how than ever before. However, people affected by crises and disasters are often not getting the assistance they need. This report identifies internal failings of humanitarian aid system that may account for this situation. The findings in this report are based on research into three major displacement emergencies of recent years, but are also corroborated by MSF field staff all over the world.
This paper was used as a source for synthesised recommendations used in the Briefing Papers for the Global Forum on Improving Humanitarian Action, taking place in New York on 4/5 June 2015.
The Briefing Papers are intended to provide a general background to the key obstacles that inhibit good, effective humanitarian action, and the recommendations that have been put forward around the WHS process to address these obstacles.
