The Austrian Development Agency (ADA), together with the Federal Ministry for European and International Affairs (FMEIA), is commissioning an evaluation of the Austrian Strategy on Humanitarian Assistance.
The evaluation assesses whether the Austrian Strategy on Humanitarian Assistance remains relevant, aligned with key international commitments and responsive to emerging policy priorities, while also examining the coherence and functioning of the Austrian humanitarian system. Particular attention is given to the extent to which the Strategy and the system together enable a consistent and principled implementation of Austria’s humanitarian assistance.
The evaluation is designed to support learning and the future development of both the Strategy and the humanitarian system.
The estimated contract value (net) for this assignment is between EUR 120.000 and 130.000.
The assignment is expected to start in October 2026 and last for approximately twelve to thirteen months.

A commission will assess the proposals based on the criteria outlined in the ToR.
