Doctors Without Borders/Médecins Sans Frontières (MSF) is an international medical humanitarian organization committed to providing quality medical care to people in crises worldwide. Guided by principles of neutrality, impartiality, independence, and medical ethics, MSF aims to alleviate suffering regardless of religion, ethnicity, or political affiliation.

The Stockholm Evaluation Unit (SEU) leads the evaluation of MSF operational projects to ensure accountability, continuous improvement, and organizational learning. We seek an evaluator(s) to assess the relevance, impact, and functionality of the Pool d’Urgence Congo (PUC) from 2019 to 2025.

Purpose and Objective

The evaluation aims to determine:

-The relevance and impact of the PUC in addressing emergencies across 15 provinces.

-How well the PUC achieves its purpose and supports MSF's strategic objectives.

-Recommendations for adjustments or confirmation of the current model.

-A technical proposal

-A financial proposal

-CV

-A previous work sample

-The evaluator(s) will provide:

-A theory of change for the PUC

-An inception report outlining methodology

-Validation sessions to engage stakeholders

-Draft and final evaluation reports

Requirements include:

-Proven experience in participatory evaluations.

-Expertise in humanitarian project design and implementation.

-Fluency in English and French.

Assets include:

-Understanding of the DRC context
