This decentralized evaluation assesses the performance of UNDP Ukraine's project Supporting Rehabilitation of Persons with Disabilities Caused by the War between August 2022 and March 2024 using the OECD DAC criteria of relevance, coherence, effectiveness, efficiency and sustainability. It examines how the project strengthened Ukraine's rehabilitation system through policy reform, capacity development, institutional support and disability-inclusive service delivery.
The evaluation highlights achievements including the integration of social workers into multidisciplinary rehabilitation teams, support to national rehabilitation policies and the National Operational Plan for Rehabilitation, reform of the social benefits system, nationwide research on rehabilitation needs, upgrading rehabilitation facilities, training more than 2,500 rehabilitation professionals, strengthening civil society organisations, expanding psychosocial, legal and rehabilitation services, and promoting vocational training and employment opportunities for persons with disabilities. It also analyses cross-cutting issues related to human rights, gender equality and conflict sensitivity, identifies lessons learned and best practices, and provides recommendations for scaling up rehabilitation services, strengthening community-based rehabilitation and improving long-term socio-economic inclusion for persons with disabilities in Ukraine.
