This factsheet examines the scale and distribution of disability-inclusive official development assistance (ODA) using OECD DAC aid data and a keyword-based methodology that complements the DAC disability inclusion and empowerment marker.
It finds that aid explicitly targeting disability inclusion remains extremely limited, accounting for less than 0.4% of total ODA between 2014 and 2018. The analysis highlights uneven donor prioritisation, limited uptake and consistency in reporting to the DAC marker, the concentration of disability-inclusive aid among a small number of recipients, and the central role of international and donor-based NGOs as delivery channels, alongside increasing overlap with gender-equality-focused assistance.
The factsheet underscores the need for improved data, more consistent reporting and complementary analytical approaches to strengthen accountability and better track progress towards disability-inclusive development in line with the SDGs and the Convention on the Rights of Persons with Disabilities.
