This factsheet analyses how official development assistance (ODA) and national budgets in Africa address the overlapping challenges of climate change, gender inequality, and disability inclusion. It finds that financing for this triple interface is extremely limited — only a tiny fraction of aid and domestic budgets target these issues together.
Most funding comes from a handful of donors (notably France and Spain) and is concentrated in a few countries, while disability consistently receives the least attention. Grants are the main instrument used, but overall investment is inconsistent and inadequate. The report calls for deliberate, sustained, and transparent financing to ensure women and girls with disabilities — among the most vulnerable to climate impacts — are supported and empowered in resilience‑building efforts.
