The Norwegian Refugee Council (NRC) has been engaged in activities in Burundi since 1997. Information, Counselling and Legal Assistance (ICLA) is a core activity of the NRC designed to assist persons displaced due to conflict to achieve durable solutions and to fullfill their rights, and enable them to make free and informed decisions. The ICLA programme commenced its activities in Burundi in Makamba province in 2004. Since then it has expanded its areas of intervention to Bujumbura Rural, Muyinga and Rutana Provinces. ICLA’s main collaborators include UN agencies, governmental ministries ans specialised bodies, international non-governmental organisations, local government and official and community based organisations.
The main funders of the programme includes: Norwegian Ministry of Foreign Affairs, SIDA and Unicef.
Channel Research was commissioned to conduct a mid-term evaluation of the programme. The main purpose of the evaluation is to provide an independent assessment of the effectiveness, impact, relevance and sustainability of the past activities of the ICLA programme, in order to facilitate the elaboration of an enhanced program lay-out.
