“How can we rebuild when our best efforts are just washed away?”

Community perceptions in earthquake-affected areas in Sagaing, Myanmar

In June 2025, Ground Truth Solutions,supported by the H2H Network, launched a project to explore the humanitarian situation from the perspective of people in Myanmar’s earthquake-affected areas. The project focused on three regions, Sagaing, Mandalay, and southern Shan, selected for their severe earthquake impacts.

This report focuses on the Sagaing Region, where communities face the compounded effects of conflict and earthquake destruction. Sagaing has become one of the epicentres of Myanmar’s conflict, serving as a stronghold of local defence forces, including the People’s Defence Force, the armed wing of the NUG. In response, the military junta has escalated airstrikes, ground assaults, and widespread repression, turning Sagaing into one of the most militarised and heavily targeted parts of the country. The findings presented in this report draw on the insights of people form three communities in the Shwebo District, provided in September 2025 via 17 face-to-face interviews and three focus group discussions.
