This paper provides a detailed analysis of the government of Kenya’s budget for the 2019/20 financial year, and analyses how it might impact the poorest people. The analysis focuses on resource allocations to the big four development agenda priority areas – universal healthcare, affordable housing, manufacturing and food security.
The analysis also covers resource allocation to education and social protection programmes. It finds that while budget priorities are broadly aligned with national development strategies, significant financing gaps persist across key social and productive sectors. Health, education, food security and manufacturing programmes remain underfunded relative to identified needs, constraining their potential impact on poverty and inequality reduction.
