Pro-poor analysis of FY2019/20 budget
This report analyses Uganda’s national budget for the 2019/20 financial year, with a specific focus on allocations under the Poverty Action Fund (PAF). The analysis examines how PAF resources are distributed across four priority sectors—health, education, agriculture and social protection—within the framework of Uganda’s Second National Development Plan (NDP II). The paper also provides broader context on poverty trends, public expenditure, revenue mobilisation, financing and public debt.
