Programme Review and Evaluability Study (PRES): UNICEF's Education in Emergencies and Post-Crisis Transition (EEPCT) Programme

This report combines a programme review of UNICEF’S Education in Emergencies and Post-Crisis Transition (EEPCT) programme and an evaluability assessment. The programme review attempts to consolidate information regarding the EEPCT Programme and to provide initial guidance on design, implementation, and operational issues pertaining to implementation and management and partnerships. The evaluability component specifies a number of priority areas for monitoring and evaluation – including access to quality education, education system development, disaster risk reduction, and conflict-related impacts – and examines how these components, as well as the entire programme, may be evaluated. It highlights a number of constraints to monitoring and evaluation, including the fragmentation of responsibility for evaluation within UNICEF and a limited appreciation for results-based evaluation methods among staff directly involved in the management and implementation of the programme.
