Through the use of secondary data and quasi-experimental techniques, we estimate the effects of International NGO and UNICEF emergency assistance to Ukraine in 2022. Results show positive effects of UNICEF education activities on access to digital learning, of WASH activities on access to hygienic products and to functioning flush toilet, and of health activities on access to mental health counseling and support. While our analysis is not exempt from limitations and additional data would be necessary to investigate pathways for impact, this effort represents an important attempt to establish attribution in a humanitarian setting.
