How ODA can be targeted to the needs of people living in greatest poverty post-pandemic
This report examines how official development assistance (ODA) can be better targeted to support people living in the greatest poverty in least developed countries (LDCs) in the context of the Covid-19 pandemic. It analyses how poverty trends, domestic resources and international financing have evolved in LDCs, and assesses whether current patterns of aid allocation reflect changing levels of need.
Drawing on analysis of poverty data, domestic public finance, and international financial flows—including ODA, remittances, foreign direct investment and tourism—the report shows how the pandemic has exacerbated existing inequalities and constrained LDCs’ capacity to finance recovery and essential services. It highlights the growing concentration of extreme poverty in LDCs alongside declining or volatile financing from multiple sources.
