Elrha’s Global Prioritisation Exercise (GPE) aims to improve outcomes for people affected by crisis and address gaps in knowledge about how humanitarian research and innovation (HRI) operates. Through understanding the HRI landscape and highlighting changes that could improve things further, it is hoped to amplify the impact of investments in HRI.

This report is an overview of the findings, conclusions, and recommendations of the two-year study. HRI is a catalyst to improve the humanitarian system’s ability to respond to established and emerging challenges more effectively. Successful sectors invest in research and innovation (R&I) to enable continuous improvement in terms of impact, efficiency, and effectiveness. The humanitarian sector needs to do the same to benefit those communities affected by crisis and to improve the impact of funds made available by taxpayers and other donors.
