This report provides a global overview of Inter-Agency Standing Committee humanitarian coordination structures operating at country level in 2023, drawing on data from 28 humanitarian operations. It examines Humanitarian Country Teams, Inter-Cluster Coordination Groups, national and subnational clusters, thematic and technical working groups, and area-based coordination arrangements. The report analyses trends in membership, leadership, meeting frequency, local and national actor participation, dedicated coordination and information-management capacity, and the use of coordination policies and performance tools. It highlights increased engagement by national NGOs and improvements in dedicated cluster capacity, while identifying persistent gaps in local representation within decision-making bodies, subnational staffing, information management, transition planning and consistency across IASC System-Wide Scale-Up operations.
