This report, Vulnerability and Resilience: How does Uganda’s data ecosystem inform social protection systems?, looks at how Uganda’s data systems capture the realities of poverty and wellbeing in a context where people often move in and out of vulnerability due to gradual changes or sudden shocks. It shows why strong, well‑targeted social protection systems are essential, and how better data can help government, civil society, and partners respond more effectively.
The study reviews Uganda’s data sources and systems, including the National Single Registry, national ID, and civil registration, and examines how they are used, governed, and financed. While progress has been made, gaps in access, disaggregation, and coordination remain. The report offers practical recommendations to strengthen the data ecosystem, ensuring social protection is more inclusive, adaptive, and aligned with the 2030 Agenda’s promise to leave no one behind.
