This report provides a pioneering assessment of the Uganda Aid Information Management Platform (UAIMP), examining how external finance data is collected, managed and used to support decision-making in a context of rising concerns around debt sustainability, investment choices and public and private sector performance. Part of Development Initiatives’ data-landscaping series for East Africa, the study explores how government and development partners use aid management platforms and identifies opportunities to strengthen national aid management practices.
Using qualitative research and key informant interviews, the report reviews the platform’s coverage, data content, governance and legal framework, data sources and update processes, user access and integration with public financial management systems. It highlights low levels of user adoption, restricted access to government and donors, and weak coordination between stakeholders, and sets out practical recommendations to improve data standards, open access, system design and coordination across the aid information ecosystem.
