This report examines how inconsistent climate finance reporting is undermining trust between developed and developing countries and weakening the credibility of global climate finance commitments. Drawing on quantitative analysis of major climate finance datasets and interviews with climate finance experts, it shows how differences in definitions, reporting methods and assessment practices across providers and over time make it difficult to track progress, compare contributions and understand whether finance is meeting real needs. The report reviews current reporting systems – including those of the UNFCCC and the OECD – and sets out practical, politically feasible recommendations to improve transparency, comparability and quality of climate finance data in support of the new global climate finance goal.
