This end-of-project evaluation assesses the Haqqi Consortium's EU-funded education programme implemented in Lebanon between 2021 and 2024 to improve access to quality, inclusive education for vulnerable Syrian refugees and host community children and youth.
Using a mixed-methods approach, the evaluation examines programme performance against the OECD DAC criteria of relevance, effectiveness, efficiency, impact, coherence and sustainability, alongside inclusion, accountability, consortium dynamics, and quality, evidence and learning. It reviews interventions including early childhood education, basic literacy and numeracy, retention support, social and emotional learning, teacher capacity strengthening, disability inclusion, youth employability, advocacy and systems strengthening.
The report finds that the programme improved access to education, supported transitions into formal schooling, strengthened psychosocial well-being and inclusive education practices, and contributed to education policy reforms and sector coordination. It also identifies implementation challenges, lessons learned and recommendations to strengthen sustainability, localisation, MEAL systems, accountability and future education programming in protracted crisis settings.
