This summative evaluation assesses UNICEF Afghanistan's ECHO-supported humanitarian Water, Sanitation and Hygiene (WASH) programme implemented between 2022 and 2023 to improve access to safe water, sanitation and hygiene services for crisis-affected populations.
Using a mixed-methods approach combining household surveys, key informant interviews, focus group discussions, field observations and document review, the evaluation examines programme performance against the OECD-DAC criteria of relevance, coherence, effectiveness, efficiency and sustainability, alongside coverage, coordination and cross-cutting themes including gender equality, disability inclusion, human rights, climate resilience and environmental and social safeguards. The report reviews interventions across water supply, sanitation, hygiene promotion and WASH services in schools and health facilities, analysing beneficiary reach, operational efficiency, accountability and feedback mechanisms, community participation, coordination with government and humanitarian partners, and the sustainability of WASH infrastructure. It concludes with lessons learned and strategic recommendations to strengthen climate-resilient, equitable and shock-responsive WASH programming in Afghanistan.
