This final evaluation assesses the EU-funded INMAA project, implemented by Save the Children International, Plan International, Akkarouna and the Lebanese Organisation for Studies and Training to strengthen social protection, livelihoods, financial inclusion and social empowerment among vulnerable Lebanese and Syrian refugee households in Akkar and Baalbek-El Hermel. Using a mixed-methods, utilisation-focused approach, the evaluation examines the project against the OECD-DAC criteria of relevance, coherence, efficiency, effectiveness, impact and sustainability. It reviews the programme’s integrated graduation model, including cash and basic assistance, vocational and entrepreneurship training, work-based learning, asset transfers, financial literacy, savings, protection, life skills and community support activities.
The evaluation finds that the project improved households’ ability to meet basic needs, diversify income, strengthen financial management and increase decision-making and protection awareness, while identifying challenges related to delays, data management, shelter support, savings mechanisms, market linkages, community structures and long-term follow-up. It concludes with recommendations to strengthen contextualisation, government engagement, coordination, monitoring systems, livelihood pathways, financial inclusion, exit planning and sustainability.
