This is an evaluation of UNICEF’s Level 3 (L3) emergency response to the Crisis in Northern Ethiopia (Tigray, Amhara and Afar Regional States) from the date of its declaration on 10 May 2021 to 11 May 2023. It is primarily concerned with UNICEF’s operations at country level during the emergency, including coordination activities with fellow UN agencies and key international and national non-governmental organizations (I/NNGO), and the support to that response required under UNICEF’s Corporate Emergency Activation Prodedure (CEAP).
