As per UNICEF’s Evaluation Policy, all protracted L3 emergencies should be evaluated once every three years. This report presents the key findings, conclusions and recommendations of the evaluation of the L3 response in Yemen. The evaluation was commissioned by UNICEF and conducted by a team of external consultants.
This evaluation serves dual purposes of accountability and learning. Findings are intended to feed positively into UNICEF’s ongoing Yemen response, as well as its programming strategy and operational planning, at country, regional and Headquarters levels.
The evaluation covers the last four years of the UNICEF L3 activation (2019-2022). The geographic scope of the evaluation is the whole of Yemen. Thematically, the evaluation focuses on UNICEF’s response in Yemen against relevant benchmarks, notably UNICEF’s mandate and Corporate Commitments, including the Core Commitments for Children (CCC), but also crosscutting collective commitments such as Accountability to Affected Populations (AAP), the humanitarian-development(-peace) nexus, the Centrality of Protection, Localization, and the stated objectives of specific programmes and operations.
