This independent inter-agency review evaluates the implementation of South Sudan’s System-Wide PSEA Strategy (2018–2023), examining progress, gaps and lessons across prevention, safe and accessible reporting, victims’ rights to assistance, accountability and investigations, and inter-agency coordination. Drawing on document review, benchmarking against international PSEA standards, 139 key informant interviews and community focus group discussions conducted across the country, the report analyses how PSEA systems function for different population groups, including women, men, children, older people and persons with disabilities. It identifies systemic barriers to reporting and help-seeking, assesses the effectiveness of community-based complaints mechanisms, referral pathways and victim assistance services, and examines workforce culture, safe recruitment, investigations and organisational accountability. The review concludes with detailed operational and strategic recommendations to strengthen survivor-centred approaches, improve coordination, address structural and behavioural barriers, enhance localisation and build a more effective, accountable and sustainable inter-agency PSEA framework in South Sudan.
