This research report, by the Danish Refugee Council (DRC), provides evidence on the effects of Humanitarian Mine Action (HMA) and land release activities on livelihoods in conflict-affected areas, specifically Afghanistan, Iraq, and South Sudan. The study examines how mine clearance and Explosive Ordnance Disposal (EOD) contribute to peace, development, and humanitarian objectives. Findings reveal that while land clearance significantly improves perceptions of safety and enables the return of displaced populations, agricultural development, and increased economic activity, the sector still faces challenges in systematically measuring and attributing broader socio-economic outcomes to HMA interventions. Persistent gaps are due to a focus on output metrics, limited coordination, and underfunding for outcome measurement.
The report recommends integrating outcome-focused monitoring, enhancing coordination with development actors, and adopting context-specific tools to better capture the long-term benefits of mine action for affected communities.
