Uganda’s loans from international financial institutions (IFIs), 2018–2021

This briefing analyses loans disbursed to Uganda by three international financial institutions—the African Development Bank, the International Monetary Fund and the World Bank—between January 2018 and June 2021. Using disbursement data and project documentation, it examines trends in lending volumes, sectoral focus and lending terms, and assesses how increased borrowing during the Covid-19 period has affected Uganda’s debt profile and fiscal space. The briefing highlights how IFI lending has shifted in response to the pandemic and discusses implications for debt sustainability, sector priorities and public spending on development and social services.
