This paper analyses domestic public financial flows in Uganda before and during the Covid-19 pandemic, comparing trends across two periods: before Covid-19 (2017/18–2018/19) and during Covid-19 (2019/20–2020/21). It examines the Government of Uganda’s fiscal response to the pandemic, including changes in resource mobilisation, budget allocations, domestic revenue collection, public debt and debt servicing.
A central focus of the paper is the allocation of public resources to pro-poor sectors, including health, education, agriculture, water and environment, and social development. It assesses how funding levels and financing gaps in these sectors evolved during Covid-19, and analyses the implications for people living in poverty and vulnerable groups.
