Summary
Background
After more than 15 years of effective use, ALNAP is updating its popular 2006 guidance on how to use the OECD DAC criteria for evaluating humanitarian action. The revision process has been designed to be participatory and evidence-based.
To achieve that, ALNAP engaged in an extensive global consultation process during 2023 and 2024 to gather perspectives from a broad spectrum of evaluation practitioners on issues specific to the evaluation of humanitarian action, including common constraints and challenges of applying the OECD DAC criteria in humanitarian settings. As part of the consultation process, ALNAP organised a series of in-person and online consultation events in English, French and Arabic. ALNAP also undertook a global online survey for humanitarian and evaluation practitioners which received over 300 responses.
ALNAP has now analysed this wealth of information and come up with a plan for the new guidance.
Event
The event provided an opportunity for ALNAP to present a summary report on the overall findings from the consultation phase and a draft outline of the new guidance. Following this, ALNAP seeked feedback from participants on what we are proposing, seeking to understand if participant thought it met humanitarian evaluation practitioners' needs. The event was held in English and French.
