This evaluation reviews the joint UNICEF–WFP support to the Government of Mozambique's COVID-19 social protection response, focusing on cash transfers and social behaviour change communication (SBCC) delivered to approximately 90,000 vulnerable households in Tete and Zambézia between 2020 and 2022.
Using a mixed-methods approach combining document review, qualitative interviews, focus group discussions, Post-Distribution Monitoring data and Qualitative Impact Protocol (QuIP) analysis, the report assesses the intervention's relevance, effectiveness, efficiency and coherence. It examines beneficiary targeting, cash transfer delivery, gender-responsive programming, nutrition and behaviour change communication, complaints and feedback mechanisms, institutional coordination, adaptive social protection and monitoring systems. The evaluation identifies positive impacts on household food security, resilience and access to basic services while highlighting implementation challenges—including payment delays, communication gaps and institutional capacity constraints—and provides detailed recommendations to strengthen shock-responsive and gender-sensitive social protection systems in Mozambique.
