This report provides the first global picture of how AI is being used across the humanitarian sector, drawing on insights from practitioners in 144 countries and territories. It shows that while many humanitarians are already using AI tools in their daily work, organisations are still catching up with the policies, training, and systems needed to support responsible use.
The findings highlight a growing gap between individual adoption and institutional readiness — a challenge described as the “humanitarian AI paradox.”
