This strategic evaluation examines how the World Food Programme has implemented its commitments on Protection from Sexual Exploitation and Abuse (PSEA) between 2017 and 2023, with the dual purpose of accountability and organizational learning.
Using document review, country case studies, key informant interviews, focus group discussions, surveys and comparative analysis with UNICEF and UNHCR, the evaluation assesses the relevance of WFP’s policy framework, the effectiveness of its governance structures, guidance, community feedback mechanisms, risk management systems and staff capacity, as well as its engagement with governments, donors, implementing partners and inter-agency coordination mechanisms. It reviews the implementation of victim-centred approaches, monitoring and reporting systems, organizational leadership, resourcing, adaptation to evolving humanitarian contexts and operational delivery, and concludes with strategic recommendations to strengthen institutional capacity, accountability, prevention, survivor support and leadership on PSEA across WFP operations.
