This summary of evaluation evidence examines how WFP’s budget revision process supports the adaptation of Country Strategic Plans and related budgets to changing operational contexts. Drawing on 21 WFP-commissioned evaluations completed between 2018 and 2023, including 18 country strategic plan evaluations, it identifies seven key lessons on timeliness, workload, delegated authority, emergency response, strategic communication and procedural efficiency. ]
The synthesis finds that budget revisions are an effective mechanism for adjusting programmes and responding to changing needs, but that complex approval requirements and higher-level delegations of authority can create substantial transaction costs, increase workloads for country offices and delay emergency action where crisis-response activities are not already included in the strategic plan. It recommends simpler, lighter and more flexible revision procedures, greater delegation of authority in crisis settings, and the inclusion of crisis-response placeholders in country strategies to enable faster adaptation.
